Judson, who served as one of the clerks of the election in said town of Waupaca, is the only person whoswears with anv degree of certainty a- to% •how the vote on governor stood in that town, and at the canvass, and lie swears that heknows that the majority for Barstow was less than two hundred votes. The otlier clerk Chandler and one of the inspectors whose desubject portions are herewith also submitted were unwilling, to swear to anything like certainty about the matter. Judson also swears that thewhole number of votes cast at that election in said town was about live hundred and less than five hundred and fifty. And of this number,i *Bashford had over one hundred votes certain. His evidence as to the number of vote?' castat that election is very strongly corroborated by the testimony of Jeremiah J. Jones who was also present at said election and preserved a statement of the votes canvassed inthat town, which statement is in the hand writing of Chandler the other clerk, and was found on the table immediately after theBoard of Canvassers left. This statementshows that the whole number of votes cast and canvassed for the ofiice of governor was,507, of which number, Barstow received 288,and Bashford 219.others, isutticientl ty person:the prosetof the eoicoinmittelt;brimr theedr»fn a goforesaid, j Lice withd by the scertain-e people •re likelyban anv•fms, and ras only he formstwthatnag i naryight into ■tie resultupon t power isall officerssuffrage othe electo•titntionawill of th is etpialBtreasouab with cert tidence oballot-bo: legally e.\men baseupon fals election r majority most law ! tor andbe shake: Yourtoted their iW local-nccrmngde to ob- !lie beliefessary totion laws iished by is adhere recurreui incidents All ofit tee andis exclu- | btard of demental the townaca.deinental : ‘‘Town jW aupacas CreekThis statement, Chandler the clerk admits is in his hand writing and that the figuresare his, and your committee from a comparison of figures made by Chandler in their presence with those on the statement sworn to bv Jones and admitted bv Chandler so farChan.*•• %i “Springurn fromed in theislies theas the writing was concerned, have no doubtbut that the figures were made by said Chandler, although he, Chandler, disclaims all recollection of ever having made the figures orany other part of the statement.Taking all the evidence submitted, upon this canvass of votes in the town of Waupaca, your committee are of opinion, that about five hundred votes were put into the ballot-box and counted bv the board of canvassers, that of this number at least 200 must haveTe$thnon\%der athem tState (Estillgoing reurn itselfin relation 0 East, isthe otherbeen illegal votes, that after the canvass, about 100 votes were added, and returned to the State Canvassers, and that the comparative number of votes cast for Barstow and Bashford as well as the other State ofiicers, was changed after the canvass. Now when these changes were made, your committee are not able to state, from the evidence, and the fact that the original returnsto the countv clerk, made for that town, was very mysteriously lost, by the county clerk of \an^ 1on®.! said county, here in Madison, he havingbrought them here as a witness subpoenaedbefore the Judiciary committee, deprivescase pur-unty caned by theiis sixty y in Waupiof the tir the townone of th The eha down to day after seat and Clerk of Waupacc city of ] W ednesccity bctw longer—and by wnight. ] 4b to 50morningat county, kless for-board of las all theofcouutvmhat it was,w for the ted to theveti tv-fivesen made, State can-ould have icter, and•s to haveyour committee of one means of unravellinglain, Elihud a doubt,■om begin-lerk of theicrity, and■e attachedthe mystery, The evidence of tiie loss of♦ V *this return will be found in the deposition ofMr. Chamberlain, and a very strong suspicion arises from that evidence, that the clerk Chandler may have some knowledge of bow it was lost. From all the evidence submitted in regard to the vote in Waupaca, your Committee have no doubt but that a gross fraud was committed, and that the*wrhole vote shouldbe rejected in the determination of the result as to the ofiice of Governor.stance untilhere were time of theR 10, andThe returns from Douglass county are informal, as are those from some other counties, but as these returns, except the foursupplemental ones above examined, and the return of the votes of the town of Waupaca,in Waupaca county, are probably returns of votes actually cast in the localities from which they purport to come, they are notin anv manner fraudulent, although underpacca Faowned tl informed wished t lay overover the and cam bridge, 1inv bill ,vintroduc publishe sell—go' the teanAfter ri(about tWells tc stow—Vpacca f“HEAThim, Wt FOIl 13THEY ’ander, got dimter to s(know tliwent o talked c the vot should 1
