Another expert may examine SeardProsecutors' chosen expert may examine capital murder defendant Vincent Seard to determine his competency to stand trial, 216th Judicial District Judge Stephen Abies ruled during a pretrial Monday.Prosecutors had filed a motion to have Austin psychiatrist and attorney Richard Coons examine Seard. Abies previously appointed Kerrville psychologist Caroline Williams to evaluate Seard. Williams concluded that Seard was incompetent to stand trial in connection with the March 10 slayings of Patricia Kutzer and Terry Ingram of Comfort.Seard’s attorney, Kurtis Rudkin of Boerne, argued that state law permits the defendant to ask for subsequent evaluations but does not extend to the state.Prosecutor Lucy Cavazos said Coons was qualified, free of bias and had conducted many competency evaluations in capital murder cases.
