City may have to pay#found/By TOM O’DONNELLCourier staff writerA lost $1,800 ring is coming back to haunt the OttumwaCity Council.The ring’s owner, Harry Pierson of 404 Pine has filed a claim for the ring, asking that he be reimbursed for its loss. That claim will be discussed at today’s 7 p m. council meeting in City Hall.The ring was stolen from Pierson last year and was recovered in February when a neighbor was arrested and charged with the theft. When Pierson went to get his ring this summer, police couldn’t find it.Pierson filed a claim for the ring. The claim was referred to the city’s insurance company, which notified the city Oct 6 that the loss is not covered under the city’s policy.Robert B. Engstrom, supervising adjuster for Underwriter’s Adjusting Co., wrote that the policy ‘‘excludes coverage for any property of any individual left within the care, custody and control of the city.‘‘What this means, in a word, is that your insurance policy does not provide coverage for any claim that Mr Harry Pierson feels he might have against the city for the alleged loss of his jewelry,” Engstrom wrote.City Attorney Bill Dew said, “I think we’ll have to pay, and that’s going to be my recommendation to the council.The council will also take another look at replacing bricks on Main Street Mall. The bricks have become treacherous with the breakdown of the mortar between them.Mayor Jerry Parker said last week the city may have found the money to replace the bricks, using interest income from last year’s $2.4 million omnibus bond issue.Adding its voice to those wishing to see the bricks removed is the Ottumwa Area Chamber of Commerce, which is asking the city to repair the bricks within the next six weeks.Other reports due the council include ones on: sidewalks in the Schwartz Drive area; Ottumwa Water Works’ plan to do test drilling for a ‘‘Ranney Collector System’’ shallow well in
