But wo .dcslro to be over-fair, over courteous and over-just In all our political discussions, aiffl so we dignify the Old Guard organ’s undignified denunciations with a dignified reply.A little while ago the Old Guard organ was complaining that only in Kern county was business suffering and only here were Investment and development checked because only In Kern county was the presB giving publicity to the need of political, social and economic reforms. At last, however, It has widened Its horizon of complaint and finds that the whole state Is suffering from too much political agitation. Possibly after a while It will discover that the business depression Is nation-wide or even worldwide.To go back but a few months: Remember the result of the McKamy ouster Bult. Instead of accepting the admittedly righteous Judgment of the court, the Old Guard appealed to the appointive power of the city trustees; falling there It sought to stay 'the hand of the law by recourse to the higher courts.An effort was made by the previous grand Jury to close certain houses of III fame. The efTort was resisted In the face of what should have been recognized as an overwhelming public sentiment. The matter was taken to the courts and the abatement Bult against the Elite rooming house at Fellows resuluted. Then came the hearing of the protest against the Morgan-Carrlllo license before the Board of Supervisors. All along the line Old Guard resistance merely served to strengthen the opposing forces. In the trial of the supervisors an opportunity was offered by the Judge for a correction of the conditions which were responsible for the action. It was rejected.But wo leave this larger discovery to the slow working of the Old Guard organ’s own Intellect, und seek Just now to present a new lino of truth for consideration. Let us agree that political agitation In itself Is an undesirale thing and not to do encouraged when there Is no occasion for It any more tnan is medicine to be taken when there Is no disease to oure. Brlttan, either of whom would have been acceptable to a great proportion of the people who are working for better moral conditions, the Old Guard got solidly behind Ro-wen Irwin, who Is recognized universally as standing put on everything that Is past. Had the Old Guard been willing to yield anything to public opinion It might have supported either Brittan or Simpson and won. But unconditional surrender to Its Insolence and domination and absolute submission to the Intolerable conditions it would impose are the only terms or peace to which the Old Guard will listen.And the answer of public opinion la Barclay McCowan.This is the invariable history of progress and resistance wherever Inslst-unco on reasonable reforms and reasonable progress Is met by a stubborn unreasoning. Insolent resistance. And there Is but one Invariable, Inevitable outcome, whether It 1b soon or long delayed.Agitation has two parts: Force and resistance; action and reaction. Neither part alone can produce agl-tion, nor Is either part more to be blamed for the agitation than Is the othor part.
