ncputuu m uglord’s brother under arrestBy TONY VINDELL Herald Staff WriterMATAMOROS — The brother of reputed drug lord Juan Garcia Abrego is under house arrest in the headquarters of the Federal Judicial Police.Humberto Garcia Abrego, who is in his 40s, was transferred from Monterrey late Thursday night and appeared before Federal Judge Francisco Salvador Perez of the Sixth District Court.No charges have been filed against him.According to police, H.
