Mainesburg couple jailed on drug-related countsState Police at Mansfield arrested a Mainesburg couple at their residence along Sullivan Tbwnship Route 850 for alleged possession and distribution of illegal drugs, including cocaine, heroin and marijuana, yesterday, Oct. 4.According to police, James Clifford Roupp, 30, and his wife, Brenda Lee Roupp, 27, both of Mainesburg, were arrested at approximately 10 a.m for allegedly violating Pennsylvania's controlled Bubstance act.The Roupps are being charged with possession with intent to deliver a controlled substance, possession of a controlled substance, possession for personal use, possession of drug paraphernalia and possession with intent to manufacture a controlled substance.According to District Justice Daniel P, Signor of Mansfield, police seized 15 packages either containing cocaine, heroin or marijuana from the Mainesburg couple.Signor said that police also confiscated 16 marijuana cigarettes as well as a plastic bag which they say also contained an undisclosed quantity of marijuana.Rolling papers, razor blades, plastic bags, pipes and a marijuana plant were also confiscated by state police during the arrest, Signor stated.James Roupp was arraigned before Signor and remanded to the Tioga County Prison in lieu of $13,500 bail, while his wifewas remanded to Tioga County Prison in lieu of $12,500 bail.A preliminary hearing before Signor has been scheduled for Tuesday, Oct. 11.
