RICH CANADIAN IN WAUKEGAN JAILChicago, Oct li,—RoppGBfintatlvoa ofthe Canadian government were expected to arrive In Chicago tonight to resume charge of the cane of Thomas Kelly, the millionaire Winnipeg contractor, who wils arrested here yesterday in connection with alleged fraud In the construction of government buildings In the dominion city,Lute this afternoon, Mr Kelly was taken to the Lake county jail at Waukegan. 111., by United State* deputy marshals. He was to be held there until the hearing of his case, which haa been set for Tuesday.
