Larkin and Detective Sergeant William O'Brien prepared to go before a United States commissioner to apply for three warrants charging Kelly with operating a confidence game, with perjury and with conspiracy. Kelly has been followed for weeks by Inspector W. Modi© of the provincial police. He inspired the arrest and the contractor was held atthe central police station last night,*GOVERNMENT SCANDAL.The scandal In the contracts for |3,-000,000 worth of government buildings at Winnipeg astonished the dominion by the high reputations of the politicians brought into It. Sir Rodmond Palen Roblin, former premier of Manitoba; O. R. Coldwell, former ministerof education; J. H. Howden, former attorney general of the province, and Dr. W. H, Montague, former minister of public works, are now on preliminary trial, charged with conspiring to defraud the province. Excess payments of *800,(100 are alleged to have been made to Kelly and Sons, of which firm Thomas Kelly Is the bead.HABEAS CORPUS WRIT.Attorneys for Kelly obtained a writ of habeas corpus for him in the criminal court, but when they went to the police station to serve it, they found that Kelly had been taken to the federal building. Lieutenant Larkin admitted that the trip to the federal building was taken to prevent service of the writ.
