the Sallna JournalLocal/KansasThursday, November 29,1990 9Cooperative effort designed to cut drug, alcohol useBy CAROL LtCHTI Stall WriterA new cooperative effort toward reducing the use and consequences of alcohol and other drugs in Salina has begun.The Saiina All-American Prevention partnership has been formed through a $200,000 grant from the Office of Substance Abuse Prevention of the U.S. Department of rtealth, Education and Welfare,The grant could be renewed annually for up to five years.The main partners in the project are the Central Kansas Foundation for Alcohol and Chemical Dependency and the city of Salina. There are 11 other partners representing various segments of the community.Representatives of the partners met for the first time Nov. 21 and subsequent meetings will be called monthly, said John Roth, pre-“This can be a powerfulorganization.”—John Roth prevention specialistvention specialist for the partnership. The next is set for Dec. 14.“This can be a powerful organization,” Roth said. “We picked representatives who have the opportunity and authority to come up with decisions on how to reduce the use and abuse of alcohol and drugs in the community.”Salina is the only Kansas community to receive one of the 141 grants awarded.Local people solving local problems” isthe partnership’s motto, Roth said.For the project to succeed, the partners must recognize that a problem exists and believe that change is possible. Initial efforts will focus on identifying the magnitude of the alcohol and drug problem in Salina and creating awareness of that problem.After that, the partnership will focus on prevention activities.Among the partnership’s goals for the five-year period are:■ A 5 percent increase in junior and senior high students who report they don’t use drugs.■ A 10 percent increase in the number of junior high students who report that abstinence from the use of alcohol or drugs is an acceptable choice.■ A 5 percent reduction in alcohol- and drug-related juvenile arrests and alcohol andTh* program is designed to reduce alcohol and drug use over a five-year period.drug disciplinary action in junior and senior high schools,• A 10 percent reduction in automobile accidents resulting from alcohol or drugs, in arrests for illegal possession of alcohol or drugs and in work termination because of alcohol or drug use.■ A 5 percent reduction in alcohol- or drug-related emergency room visits, in disciplinary actions by employers because of alcohol or drugs and in arrests for alcohol- and drug-related disorderly conducts and domestic disputes.■ A 10 percent reduction in the number of arrests for driving under the influence.Representatives of the partners are Carol Beggs for the city, Gerald Cook for the Salina Area Chamber of Commerce, Ann Siemers of the United Way, the Rev. Rene Colaw of the Ministerial Association, George Robertson for the Salina School District, Dave Jacobs of the Kansas Department of Social and Rehabilitation Services, Robert Caldwell for the National Association for the Advancement of Colored People, Dave Martin of the Salina Journal, Kay Rickard of the Citizens Coalition on Drug and Alcohol Abuse, Jerry Cronin of St. John’s Hospital, Jerry Hinriekus of KSAL and KY Country 94 Radio and Charles Grimwood of Asbury-Salina Regional Medical Center.
