Tavern Hours Are Regulated by StateBy ROBERT JANDAManitowoc t-averns must open and close during hours regulated by state statutes “Hours are not determined by city ordinance, according to City Atty Paul LawentLament said that “all taverns m the state, except those in Milwaukee County must close at 1 a m standard time “ It is legal to sta\ open until 2am during daylight savings time, howeverOpening time is 8 a m for the entire yearTherefore, if local citizens wish to push for later closing hours, Lawent advises writing State Sen Jerome Martin or State Rep Francis J Lallensack at the State Capitol Building, Madison Lawent also mentioned that a shorter mandatory7 closing hour for all taverns in Manitowoc can be legalized through a city ordinanceWhat about drinking beer on sidewalks outside of Manitowoc taverns'1 Lawent said. “There is no ordinance prohibiting this action It is legal to drink beer outside on sidewalks as long as the people are not obstructing anentrance or pedestrians walking by.”Capt Robert Schmidt of the Manitowoc Police Dept said “We get most of our complaints when people gather outside ot taverns This happens mostiv in summer when customers gather outside because it’s too hoi m side ” Complaints are not foi obstructing sidewalks or entrances, but for “creating too much noise.' he saidOn a related subject, bartenders cannot serve alcohol after the legal closing time The fine for abusing this law can amount to $500 Police Chief Elmer Scherer said he “couldn't remember the last time we fined anybody for it though “ When i asked if the customers inside * were subject to fines after i closing hours Scherer said * No they are our witnessesScherer is in favor of a l a m closing time all year, but said ‘‘that idea wouldn’t get off the ground ’’ He remembers when taverns used to close at midnight during World War II “Then there was a shortage of power and other things however.' he said
