Kenoshan sentencedon kidnaping chargeA 25-year-old Kenosha man was sentenced to 12 years in prison on a federal kidnaping charge Robert F. Dugan was sentenced Monday in U.S. District Court for the Southern District of California in San Diego, by Judge Howard B Tur-rentme He had pleaded guilty to the charge earlier Dugan s fiancee, Hoxanna F English, 21, Parsons, Kans , who had pleaded guilty to being an accessory after the fact in the kidnaping, was placed on five years probation, but was ordered to serve six months of the probationary period in a federal penal institution.Dugan and English had been indicted by a federal grand jury at San Diego on July 12 on charges of kidnaping a Wauwatosa man in Arizona theprevious month Dugan. English and 22-year-old Melanie R Grossmayer, Phoenix, Ariz^. were charged with jumping Wayne C.Ramsay, 30, Wauwatosa, after he stopped his van at a highway rest area near Yuma, Ariz , June 10.
