Health BoardTo Re-Appear•*Testimony Conflicts In Patient’s Death fLANSING, Nov. 13 CAP)—Th« State Mental Health commission has been ordered to appear again before a legislative committee investigating the cjeath of a patient at the Cold water State Home and Training school. *Rep, Harry J. Phillips (K-Porfc Huron),, committee chairman, said he wanted the commission to appear next Wednesday to explain conflicting testimony about treatment of the patient,The commission this Wednesday issued a report saying it found no evidences of abuse or mistreatment by hospital workers of the patient, Joseph* Kibiloski, 45, of Bronson, who died Oct. 8.The report cited an autopsy which said the patiend died from a long ) standing kidney disorder.HITS COMMITTEE METHODSThe commission report also hit at the methods used by the legislative committee in. its investigation.• 'Tt is tragic,” the report said, ‘To frighten the public and undermine its confidence in our mental hospitals by over - publicizing those alleged but not confirmed.”Phillips countered by saying the commission has been obstructive rather than cooperative”Members of the Legislature from both parties, have urged me not to drop this investigation,” he said. “The people deserve to know exactly what happened to Mr. Ki-biloslci, exactly how he was treated, exactly what steps have to be taken to correct the situation existing in our mental hospitals.”CONTRADICTS STATEMENTPhillips .said he had a great ' deal of testimony” which contradicts statements made by the Mental Health Commission in its report. There is conflicting evidence, he said, as to whether or not Mr. Kibolbski walked without help and as to How he was aided by attendants and others. Being tossed into a stationwagon with such force that contusions resulted does not constitute proper care in my opinion. It is strange,” Phillips said, that the abrasions, contusions and fractures reported byt the 'medical ex- * a miners did not' occur when ho (the patient) was being cared for at home.”Phillips said the report leaves many questions unanswered.”He said state police detectives assigned to the case would go ahead with He detector tests to clear. up conflicts in testimony.(Earlier story on Page 13, Section 1).
