Former Castroville town marshal, Frank Haves, was found competent to stand trial Tuesdayafter a district court jury deliberated some 43 minutes after listening to two davs of testimonies.WQKf:'Hayes is to stand trial on charges of capital murder in the shotgunslaying of Richard Morales September 14. 1975.Morales, 29, was killed wfhile in the custodv of Haves. His bodv was found later buried on an East Texasfarm 300 miles away. The farm is owned bv Haves' wife's familv.
