by Sally MacPhailThe Village of Granville has been caught doing what it has condemned: dumping in the floodway.Village ManagerDoug Plunkett confirmed Monday that the village is in violation of its agreement last October with the county to remove fill material and street debris out of the area of the floodplain where such dumping is prohibited.The village has been vociferous in its criticism of dumping in the floodway, the area of the federally designated floodplain most susceptible to environmental degradation in the event of a flood. In particular, the village has actively pursued prosecution of township landowners Paul and Lucy Dale Kent for dumping in the floodplain off Cherry Street, close to the village water wells.It turns out that the village has been stockpiling street cleaner androad materials at its 19-acre parcel in the township just south of the bike path and east of the sewage treatment plant for years, Plunkett said. The county notified the village last October that it could apply for a permit to put fill in the nonfloodway area of the low-lying tract, but that material in the floodway would have to be moved.The county issued the permit approval in October, and the village removed some of the material it had dumped in the floodway, Plunkett said in a May 12 letter to the county planning commission Director Jerry Brems. The county planning commission, which polices dumping in the floodplain, notified the village May 9 that it was in violation of its agreement to remove the debris from the floodway.Plunkett also wrote that not all of the material has been moved asBob Evans Regional Director of Real Estate Larry Wills, representing(Continued on page three)dumping in the floodplainyet. Since the weather has improved, Granville has been requesting prices and did not receive a final price until May 10, 1995.It looks as though the removal job will be bigger than the village expected, though. New township regulations prohibit man-made materials to be dumped anywhere in the floodplain. As far as we're concerned we're just going to move it all, commented the village planner and zoning inspector DougTailford.We're looking for somewhere to put it where it would be allowed, he added.Plunkett said that HaroldAttebery has expressed interest in putting the village fill in a low-lying area he owns behind the mill on S.
