Questions remainThe report of the inquest into the drowning death of Keith Flannery did not answer all the questions which the public deserves to have resolved.Generally-speaking, inquests deal with who died and how, and frequently they provide recommendations on how the death* might have been prevented.The conclusion of Judge Rodney Mykle was that staff at Brandon Mental Health Centre could not have predicted that Flannery would have walked away from the institute.The questions left unanswered by the inquest now properly belong in the political arena.During the inquest, several people including Garry Mattin, the BMHC director, questioned whether the Brandon psychiatric hospitalshould be used to house persons considered criminally insane.While the Brandon centre has not been called upon to fulfill this role with any great regularity, it was clear that the facility’s security was not even at the minimum that would be needed to house such patients.The cjiief provincial pyschiatrist, John Toews, has said questions of where criminally-insane patients should be housed will be answered after the government studies the inquest and the recommendations made by various professionals.It is now up to members of the legislature to question the government .and find out whether there will be some firm policies established on where and how patients found criminally-insane are to be incarcerated.
