Parents have to be convinced.And the big stale effort to get to the teen-ager the fullstory on marijuana and LSDlast of a Seriesis yet to roll off the press — now set for mid-May.Arrests of juveniles — up 140 per cent for marijuana alone — exceeded 5,000 in California last year. The way it’s going, the State Bureau of Criminal Statistics figures that by 1071 the lota! will he between '15,000 and 22,(100 a year.Arrest is admittedly astop-gap solution. Already it isovertaxing many law enforcement agencies.
