One-Man Picket Halts Concrete Work At JailThe pouring of concrete at the new Franklin County jail facilities was to have started Wednesday. The equipment and everything was at the site. But the work never got started.Workers from the Belger Cartage Service Inc., of Kansas City, Mo., did not cross the one-man picket line at the local job site. Fines could have been levied against the workers if they had crossed the line.Other work continued at the jail facility, despite the problem.Ryan Richardson, Building Systems Inc., of Topeka, said this morning the concrete work should start Friday morning. He added the work would probably not take more than a day or two if things proceed as planned.Workmen of Building Systems today were taking care of many miscellaneous jobs at the site.faremtrthsh
