Woman faces charges for severe neglect of a puppyBy AMANDA BOHMANStaff WriterAuthorities say a 22-year-old Fairbanks woman confined a 9-month-old pit bull to its kennel causing the pup to starve to death amidst its urine and feces.Julia Burk, 22, was charged with two counts of cruelty to animals in connection with a case of neglect an animal control officer described as probably the worst he has ever seen.“I’ll never forget what I saw,” said Animal Control Officer Pat Streeter.The incident happened two years ago, but charges were not filed until this month due to bureaucratic delays, including changes inmanagement at the Fairbanks North Star Borough animal control facility, Streeter said.According to a complaint filed in Fairbanks District Court, Streeter learned of the neglect after some youths brought the dog in its kennel to his home the evening of Feb.27, 2004.They told Streeter the brindle female was named Lilly and they had obtained the dog from Burk.
