JOSEPH, March 34— (AP) —A 15-year-old baby sitter waa shot to death here tonight. Police said a 23-ycar-old man with whom she had been keeping company surrendered a short Lime Inters saying “I just wanted to scare tier,”The baby sitter was Carol Johnson.
