Building Systems Inc., Topeka, is “breaking down established working conditions of Laborers Local 1290.”Neither the man carrying the banner, who refused to identify himself, or a spokesman for the local would explain the statement on the banner.Tom Johnson, field representative for the local, was contacted in Lawrence by the Herald this morning by phone, but he would notelaborate on the union’s grievances by phone.Spokesmen for Building Systems Inc., said they did not know what the union’s grievances with the contraction company were, either.Johnson said he did not know how long the picket would continue to walk at the site.Ryan Richardson, foreman for Building Systems Inc., said the work on the facility is catching up due to good weather conditions last week. “I suppose we are now only about a week behind schedule,” he said. “We should be completely caught up in another month.”Richardson added the union’s picket would not affect the work on the new jail building.
