being among 10 most wantedBy TONY HARTZEL Dallas Morning NewsSerial killer Ted Bundy and assassin James Earl Ray had their turns. So did Vietnam War opponent Katherine Ann Power, who eluded authorities for 23 years before she surrendered for her part in the 1970 slaying of a Boston police officer. For 45 years, the FBI’s 10 Most Wanted Fugitives list has chronicled America’s most dangerous and notorious criminals. It began in the days of J. Edgar Hoover when FBI agents captured the imagination of the country. Even today, in the age of high-tech crime-solving, the almost mythical list endures.“We always spotlighted the most vicious and the most wanted criminals,” said Larry Heim, who retired in 1975 after 20 years of leading the FBI unitthat handled publicity for thelist. “We always knew the bestway to catch big criminals is forlaw enforcement to combinewith the news media to attract the attention of the public.“It’s still a great law enforcement too!.” Thursday, Mexican drug kingpin Juan Garcia Abrego became the 440th person to appear on the list. A Dallas federal grand jury indicted him in 1990 for drug trafficking and money laundering; Houston officials added similar charges in 1993. Government officials in both countries vowed to find the leader of the Gulf Cartel, which ships tons ofmarijuana and cocaine into Texas. The most wanted list sometimes numbers less than 10. Eight men now appear: three murderers, one attempted murderer, two armed robbers, a drug trafficker and a terrorist. Their mugshots can still be found on wanted posters hanging in post offices, FBI offices and police departments nationwide.Of the 433 men and 7 women who have been featured in its 45 years, 413 have been arrested or located, 129 of them with citizen help. The rest either remain at large, have had charges against them dropped or are no longer considered a threat to society.Hoover created the list on March 14, 1950, several months after an International News (See MOST, Page 10)Abrego
