problems revealed in reportDrugs: Dealing with trafficking main problem.BY DANIEL BORUNDATHE BROWNSVILLE HERALDThe arrest of an alleged Gulf Cartel narcotics trafficker was one of the highlights last year in Mexico’s fight against the illicit drug trade, stated a recent U.S. Department of State report on international drug traffic.Though there were advances in the fight against narco-trafficking, Mexico faces daunting drug-related problems, stated the 2000 International Narcotics Control Strategy Report released March 1.“Pervasive corruption in Mexican government institutions remains the greatest challenge facing the government of Mexico in its efforts to fight drug trafficking and organized crime,” stated the report, which also analyzed other nations.The Tamaulipas-based Gulf Cartel is responsible for smuggling tons of cocaine and marijuana through South Texas.The report mentions the November arrest in Tampico of Hugo Baldomero Medina Garza by Mexican authorities. Medina Garza is known as “El Senor de los IVaileres (Lord of the Trailers)” for his alleged use of semi-trailers to smuggle contraband.Medina Garza, in a January interview with the Mexican newspaperReforma, said he was a rancher and farmer who was made “scapegoat” and victim of public smear campaign by a Matamoros daily.He was arrested by U.S. Customs in 1991 and did time on a marijuana charge.
