Drug trafficking case opens for five peopleDUNCAN — A preliminary hearing concerning charges of trafficking in the restricted drug MDA, and conspiracy to traffic, involving five persons, began Monday at Duncan under Judge J. H. Caldwell of Nanaimo.Charged with the two offences are: Dale Stewart Elliott, 36, Ingrid Elliott, 33, both from Duncan, and ArthurWilliams, 49, Shirley Ferguson, 32, and Myron Zarry, 25, all from Ladysmith.The charges were laid after RCMP raided and seized a laboratory on a property at Old Lake Cowichan Road, Dec. 17, following two years of investigations.Also charged with similiar offences are: Stewart Hunter Elliott, 57, Lois Elliott, 53 andone juvenile boy, all from Duncan.Ratepayers in Cowichan School District approved a $2,580,600 school building referendum but only 10 per cent of 15,000 eligible voters cast their ballot Saturday.There were 1,051 yes votes against 387 residents who turned down the referendum.The bylaw passed by 73 per cent.Some of the larger sums provided for in the money bylaw are: $460,000 for George Bonner Junior High School; $395,600, Cowichan Senior High School; $190,000, Somenos Elementary School; $171,000, Cowichan Station Elementary School; $160,000 Mill Bay Elementary School.
