Richard Stultz.As for the negligence charge, Stultz said there was “nothing in the log (which indicated) that call was made.“We consider drag racing to be a high priority, so we always send an officer to check it,” Stultz said. He added that officers always respond to citizen calls.But Ghiles disagrees. Ghiles complained that even after Davida was hit. it was 15 or 20 minutes before police showed up to investigate.Ghiles added that just last week, a neighbor in the 5900 block of Andover had called the police to complain about “gang activity” — a group of men congregating and drinking in his yard — but the police never showed up.We have made several calls to the police and they have not responded,” Ghiles charged “For the last three days, I have been going down to the police station to complain about them not responding. I asked for another phone number besides 911 because they don’t come when you call that number.”Stultz said that police officers usually respond to calls “within two or three, four minutes at the most.” But he added that response time depends on where the police cars are located and how busy policemen are.Ghiles said her cousin was “a very sweet little girl. She was on her way to the library, after all. She was very smart — a straight A student. Shestayed to herself a lot and was never in trouble.”Davida was pronounced dead at 7:37 p.m. at St James Hospital Medical Center in Chicago Heights. She is survived by her parents, Shirley Coleman and David Garrett; and her three brothers, Terrence, Howard and Calvert.Davida’s funeral is being arranged by the Davis, Hammond and Prowell Funeral Home in Chicago Heights.The funeral will be Wednesday at noon at the St Bethel Baptist Church, 1303 5th Ave., Chicago Heights.
