Baxter offered his resignation Tuesday night but was asked to reconsider the decision by the City Council.The 4D-year-o]d administrator, who has served since 1962, told the council and the audience which packed Hie council chambers:“A city administrator is valuable only as long as he can propel the city forward. Since the last election, I have found it impossible to help the city move ahead while looking over my shoulder Lo see who is slashing at me.“The city has come to a halt/'In his resignation statement, Baxter accused unnamed gambling interests of wanting Lo see Signal Hill thrown “open/1Baxter has been under fire since April when twonew council members took office.Sandra Milter, 23-year-old publisher of a weekly newspaper, won a seat in that election and made a motion at the April 16 council meeting to fire the administrator.Miss Miller was supported in her motion by Cuun.-cilwoman Gertrude Beebe, who earlier resigned her position as city elerk-treas-urer to run for the council post.However, at that time, ' the three other councilmembers voted against the motion, and’ Baxter remained in his $1,500 a month job.The three councilmen who supported Baxter in April voted Tuesday to ask him to reconsider but after the meeting Baxter said he plans to hold to his July 14 resignation date.
