File OMVI Charge Against OttiiinwanWilliam H. Thrasher, 49, of 345 N. McLean, was charged with operating a motor vehicle while intoxicated after his arrest in the 400 block of North Jefferson about 9 a.m. today.This followed a complaint from an apartment resident that on returning from work, she found a man in her home.Police investigated but found the man gone. Shortly there-1 after, the woman identified Thrasher as allegedly being the j man police sought as he drove by the apartment.
