June 10.— Charles Tturngerhl. of New York, oiler on the Old Dominion steamship Jefferson, was drowned yesterday while bathing in the slip between piers S and 10. The body has not yet been recovered. He was unmarried and has a brother living in South Brooklyn.David Gilliam, colored, has been arrest '*rl ch arced with having knowledge of the manner of the death of Fred Tinsley, the negro who was found hanging to a tree -gear Newport News last week and who, it is suspected, was hangedtwice. Gilliam had had trouble withTinsley and had shot him in the leg. He stoutly denies all knowledge of the death of the man.The movement having for it sohject a sailors’ rest here was definitely inaugurated last night at a lug meeting held at the First Presbyterian Church, presided over by Chaplain Steele. Several chaplains were present, and a lot of officers and sailors from ships in the harbor. in addition to a great attendance from the city. Captain Nutchey. who will have charge of the rest, is in the city making an active canvass for the work, and the building, it is expected, will go up before the end of the summer.
