FOUND HANGING TO TREEJames Tinsley, a Negro Track WalkerApparently Hanged Twice.(Special Dispatch to The Times.) NEWPORT NEWS, VA., June 10.—Thebody of a negro was found swinging to a tree near the city this afternoon hanged by a belt strap around the neck. Though j his feet touched the ground, the neck i was broken and a hat was on the head, seeming to prove that the man had Icen hanged by some one, cut down, dragged to the tree and hanged again after he was dead in a way to create the impression of suicide.He was identified 'as James Tinsley, a C. O. track walker. Several weeks ago he had a fight-with another negro, who shot him In the leg. The police are afterthis man, whose name is Gilliam.The verdict of the coroners jury was to the effect that the unknown was hanged by some person or persons whose identitycould not be ascertained.
