Merriam Absolves Nolan of ChargesSACRAMENTO, June 0—(XNS1—Kdward Nolan, state labor commissioner, accused of civil service juggling, was cleared today by Governor Frank F. Merriam who declared the charges groundless. The federated trades councils at Sacramento, San Francisco, Vallejo and Stockton had charged Nolan with giving unfair service ratings, but the governor said Nolan had not yet filed his service ratings.
