Merriam Absolves Nolan of ChargesiSACKAMKNTO, June it—UNSl— I Edward Nolan, state labor commissioner, accused of civil service juggling, was cLeared today by Governor Frank F. Merriam who declared the charges groundless. The federated I trades councils at Sacramento, San Francisco, Vallejo anti Stockton hud 1 charged Nolan with giving unfair i service ratings, but the governor said I Nolan had not yet filed his servicei ratings.
