After a conference at which it was agreed that a resignation would make it unnecessary for him to face charges, the Captain, still refusing to talk, left the building. Then Chief Gleason exhibited Captain Ryan's resignation, and, pinned to it, his star.“They’re makin’ me the - goatfor the whole crowd!” exclaimed Ryan after he had reached the street. “They had to find somebody to take the blame, and I’m it.
