They did not complete their investigation and were unwilling to say what their opinion will We. The shooting took place at a time when both Dowell and Ball' were doing military duty, and he say* their cases should be disposed of just the same as if they were member* of the regular army. Should Dowell recover it would be the duty of Brig. Gen. McKee, Ih Maj. Plain's opinion, to convene a military court of from five to thirteen member*, and in case of Dowell’s death this duty would fall to the Governor.A collection is being taken up in the First Regiment for the pellcf of Dowell's family, which Is said to be in needy circumstances.
