By WARD CANNULNEW YORK (NEA)Before answering reader mail, I would like to take a moment to congratulate Judge John E Mulroney of the U S. tax court In Washington on hit recent landmark decision.Judge Mulroney has held that a woman doe* not have to pay income tax on money or other gifts from an ‘•admirer” — as long as they are presents and not payments for “services rendered The case incolved a woman who had declared an income of $600 for a four-year period while at the same time, according to the Internal Revenue Service, she had received a house, cash, furs and a car worth in total about $65,000 from a married manRefusing to comment on the propriety of the relationship between these two people, Judge Mulroney said he was satisfied that the items were gifts and tokens of esteem, and therefore were tax-exempt.Naturally, this decision comes as no surprise to me As regular readers know, 1 have long held that love, admiration, esteem and other tender feelings of the heart are not subjectto the laws regulating business andcommerceBut to see my problem echoed by a Washington judge gives renewed hope and encouragement to the work 1 am trying to do here at The Institute
