Two more arrested in kidnap caseMILWAUKEE (UPI) -Two people being sought in the kidnapping in Arizona of a Wisconsin man have been arrested in San Bernadino, Calif., the Milwaukee office of the FBI said Thursday.They were identified as Robert F. Dugan, 25, and Roxanna F. English, 21,Parsons, Kan. They were taken into custody Wednesday night by FBI agents and San Bernadino police at the home of Dugan’s mother, a spokesman said.The two were wanted in the alleged kidnapping of Wayne C. Ramsay, 30, Wauwatosa, on June 10 nearYuma, Ariz.After abducting him, they allegedly forced him to drive to San Diego, Calif., where he was released unharmed, the spokesman said.Two others arrestedTwo others had been arrested previously in connection with the incident.Daniel F. Rhey, 25, Kenosha, was arrested Tuesday night by FBI agents. Melanie Ruth Grossmayer, 23, of Phoenix, Ariz., was arrested last week, also in Kenosha.Dugan escaped from the Green Bay State Reformatory last December.
