by Brian W. LinriamoodThe Licking County Health Department has issued a notice of violation to Paul Kent concerning property his wife owns at 1396 Weaver road. Kent has been cited with allegedly illegally accumulating solid waste on the property.According to a letter sent to Kent from the health department, the accumulation of solid waste at the Weaver road property has created a “public health nuisance by providing a habitat for insects and nxlcnts,offensive odors and a health hazard to the public.”The letter stated that the Kent premises is in violation of threesections of the Ohio Revised Code, one section of the Ohio administrative code and one Licking County Board of Health regulation, all having to do with the disposal of solid waste and dangerous public healthconditions.Public Health Sanitarian Mike Wilson stated that he was alerted to the problem when the health department received a complaint in May. Upon inspecting the property, Wilson said he found that “there was ;i considerable dump behind the house.”Wilson said he spoke to Jo Ann Fields, the manager of the property, and asked her how long it would take to clean up the waste. Fields said the waste could be removed in 30 days, according to Wilson. “Fields said she could clean it up and she picked the time period, Wilson said.Wilson said that he then sent a letter to Kent and Fields “basically reinforcing what we had discussed on the phone.” The letter provided 30 days from its May 31 date tohave the solid waste removed, hesaid.After 30 days, Wilson said hechecked with the person renting the 13% Weaver road property and the renter said nothing had been done to remove the waste.Wilson said he then sent, by certified mail, an order giving Kent until July 17 to remove the waste. If this second mandate is not followed. Kent will be required to appear at a meeting with Wilson, Health Commissioner Robert Mai and Director of Environmental Health Joe Kurtz, Wilson said.If Kent fails to appear at this meeting, “he will have to explain | his actions] to the board of health/* Wilson said.If the solid waste is stiil not removed, the case will be referred to the county prosecutor, according to Wilson. “At this point, it will be out of the health department' s hands
