3m „ ■ m m min CaliforniaAn FBI manhunt that stretched from Kenosha to California ended Wednesday with the arrest of Robert F Dugan. 25. a Kenosha resident, on a federal kidnapping charge Dugan and an alleged accomplice. Roxanna F. English, 21, Parsons, Kan., were arrested by FBI agents and San Bernardino, Cal , police officers in that city yesterday. They were apprehended at the mobile home ot Dugan's mother, Mrs Frances Dugan, a former Kenoshan Dugan and English had been indicted by a federal grand jury at San Diego, Cal . on July 12. on charges of kidnapping a Wauwatosa man in Arizona the previous month.Also indicted and previously arrested by FBI agents in Kenosha were Daniel F Rhey. 25, 6015 14th Ave , and Melanie R Grossmayer. 22. who last lived at Phoenix. Anz The indictments allege Dugan. Grossmayer and English jumped 30-yea r - o 1 d Wayne C. Ramsay. Wauwatosa, after he stopped his van at a highway rest area near Yuma, Ariz June 10. They allegedly bound, gagged and handcuffed Ramsay, after assaulting him According to the charges, the trio drove Ramsay to SanDiego in the van. Rhey is charged with joining the trio in San Diego, helping to guard the victim and cashing travelers checks stolen from Ramsay. The victim was left bound in his van in a hotel parking lot, where employees found him later that day.Grossmayer was arrested in Kenosha, July 6. Rhey was apprehended here Tuesday. Both appeared before U.S. Magistrate John C. McBride in Milwaukee for the setting ot $50,000 bonds. Dugan and English are in the San Bernardino County Jail awaiting an appearance before a U.S. magistrate.Dugan also is wanted by Wisconsin authorities for breaking out of the Green Bay reformatory last Dec 30 Dugan and James Dykstra, 23, of rural Racine, sawed their way through the cell bars and dropped to the street below. Their tracks ended in the snow several blocks from the maximum security reformatory. The pair, according to Racine police, are suspected of holding up a pharmacy in that city about a week after theirwescapeDugan had served three years of a nine-year term for armed robbery andburglary when he escaped
