There was a man on thedock, however, who the officers*;said was in a slightly inebriated R;condition, lie was Joe Proctor.n a crew member of the Grandh Rapids which had pulled out of edhe shipyards at H 45. Proctor told police ha saw the boat gone when- he came to the yards so he sat* down on the#dock and fell asleep, j Proctor was taken tn the police {station.
