UP)—A. determined hunt was under way today for the author of a note demanding $15,000 of James F. Toy, Sioux City financier and founder of the extensive Toy hanking interests.Eight federal justice department agents with the aid of police and deputy sheriffs made an unsuccessful attempt last night to drop theextortionist.Following instructions contained in a letter received by Toy last Wednesday, the officials carried a dummy package to an alley in the wholesale district near the Missouri river. Heavily armed officers had the spot surrounded from concealed points hut no claimants arrived. Work of Amateur.Federal agents declined to discuss the letter hut Col. Gordon C. Hollar, commissioner of public safety, said the wording and directions contained in the letter led him to believe it the work of an amateur.James W. Van Dyke, vice president of the Toy National hank and son-in-law of the elderly hanker,' said the note warned that if the money was not forthcoming “we will take care of you later.” Hollar said it threatened that “you will he sorry if you do not pay.”The note was not made public and Van Dyke said he understood it was sent to justice departmentheadquarters in Washington. . The safety commissioner contacted justice officials in Omaha.Preparing the trap, federal agents had Toy insert a message yesterday as the extortion note specified in the Sioux City Journal classified section. It read: “Things will be just as asked. James F.
