When Governor Matthews was in the city recently he made the remark that the case of Eli Lowery, the pardoned#convict who was turnkey at the jailand who is now a prisoner there awaitingtrial on a charge of robbing a drunken man, was calculated to deter the pardoning power from being lenient.
