Arrest Lucy Hicks On Vagrancy ChargeMrs. Lucy Hicks, well known colored woman of Oxnard and vicinity, Miss Helen Wong, China Helen”, beautiful colored Chinese, and J. Montinero, Mexican, were arrested last night in a raid at Mrs. Hicks’ home on Meta street.The party was charged with vagrancy and brought into court this afternoon. Judge F. B. Pettis suspended judgment pending goodbehavior. Chief of Police J. B. Kerrick and officers made the arrests.
