Sensational Charges Against Management of La Crosse County; Insane Asylum.La Crosse, Wis., Jan. 19.—[Special.]—The investigation on January 25 of thecounty insane asylum at West Salempromises to develop a new sensation ofthe testimony of Mrs. Walter Brown, whose husband, a well-known author, died in that institution on the 8th inst. Mrs. Brown declares that his death was due to ill-treatment which lie received while an inmate of that asvlum. The man was suffering from senile dementia and is known to have been harmless. At the hour of his death his sister noticed that one of his hands was badly jammedand investigation convinced her that the injury had been received at the hands of his attendants, who wilfully slammed a door upon the oi'l man's hand. Mrs. Brown says that at one time a brother -of her husbaud told of his being strapped to a bed for a number of hours for having attempted to procure a pencil with which to write to his relatives. At times, she says, he haa been kept in close confinement in a cell. Upon one of her visits to lior husband she noticed that the back of his hand was bruised. Though closely questioned, he refused to give the reasons, but inquiry among the inmates develops the fact that it was due to rough handling with handcuffs. Mrs. Brown is very old and a chronic cripple.
