The Managers of the PenitentiaryWere in session to-day, transacting routine business. Paroles were granted James Haywood, of Summit County; James Galbraith of Cuyahoga County, and James H. Taylor, of Medina County. The Board made an announcement to-day relative to its manner of transacting business It has never refused any person access to its proceedings, but there are some matters that are not necessarily in the line of news, and some newspaper men who have not sense enough to discern the difference between what Is proper matter tor publication and what the public is not Interested in.The Board of Managers of the penitentiary this evening granted the following paroles, and recommended the pardon of John Hicks, received from Hamilton County January 2, 1885,on a five-years’ sentence for burglary. On the luth of August, last year, he was Injured by the explosion of an engine,’ and since that time has been blind and an inmate of thA hospital. As this la his second offense, the law forbids his pardon, and the Board, therefore, unanimously Join In asking the Governor to grant him a pardon.
