h j Elkhart Constable Disappears to Avoid Questionable PracticesPRESSURE BECAME TOO STRONGDeceived His Wife as to His Destination— This is the Second Time He has Left Under a Cloud, but Appeared to be Trying: to Regain His Standing: Ag^ln.Constable John Knowlton, of Elkhart, has gone wrong and has left for parts unknown. His bond of 81,000 is | signed by Charles Baker, O. E. Sailor and M. D. Wean. This morning Charles Baker called at the office of County Clerk Dennert, and after examining the bond, said that he never signed it, and that his signature thereon is a forgery. The signatures were acknowledged by ex-County Clerk George H. Fister on Nov. 19, 1898. Mr. Fister says that he took the acknowledgement in Elkhart, and that Kqowl-ton pointed to a man who was present at the time and said he was “Charles Baker.” Mr. Fister was unable to identify the “Charles Baker” who called this morning.Constable Knowlton engaged in questionable practices. One instance is cited wherein he gave a man a receipt for a judgment for $G5, after collecting only $25, when he had no authority whatever to make any collection in that case. When asked to explain by the justice who had rendered the judgment he insisted that the justice had issued an execution and ordered him to serve it. But he nevercomplied with the demand to show the writ, which, as a matter of fact, was never issued, and he never turned over the amount collected. In another instance he collected 56 on an execution after the execution had been called in by the justice and surrendered by the constable. Other similar derelictions are reported, and it will ba months before the real extent of his shortcomings is ascertained. A number of lawyers were after him for settlements in cases in which he and they were involved, and the pressure became too strong.
