Clerk Trull said: A good officer first must have perfect control of himself and. second, after finding the problem must meet it carefully and considerately. Summonses More Frequent.Clerk Trull also dealt with the treatment of prisoners, the use of force in making arrests and the power of a warrant. ,With the coming in of the automobile cases, he said, the system of summoning a person is becoming more frequent, thus saving the person from embarrassment.Speaking of the value of conferences to sottlg many problems, particularly those domestic in character, Clerk Trull said that the conference idea was growing rapidly. It served in many cases, ho said, to save homes.The home is something that must have first consideration, he said. The American home today is on trial. I do not know how the problem is going to be solved unless by means of a better understanding of the human body. People have got to he educated to understand it. The social problem, involving the homo, is a fundamental one, in fact it is a rar greater problem today than is the 18th amendment.”In closing Clerk Trull explained the successful handling of a case and its presentation in the court, if the case must be brought in. The court he said, is the place of last resort.In introducing the speaker of the afternoon, Superintendent Downey called attention to the greater demands that devolve upon an officer today than in those that are past. The officer's task, he pointed out, is a difficult one and the calls upon his resources are many and varied.The superintendent announced that the school will be conducted under the guidance of experienced lawyers and judges. \
