Feb. 1—CU.R) —A 37-year-old merchant seaman *urrendered today on kidnaping charges and turned over to police unharmed the four and one-half year old girl he was accused of abducting when the child’s mother rejected his marriage proposal.Ralph Worrell, wanted on a kidnaping warrant issued in Reno. Nev., by the child’s mother. Russian-born Alexandra Agafanova Levkovieh, telephoned police and offered to give himself up when ie learned from friends that police had an all^oints bulletin out forhis arrest.Worrell waited for a radio squad to pick him up at the apartment here where he was staying with friends.The child, Ramona, was unharmed. neatly dressed and in 'good spirits” according to police who took Worrell to headquarters on a hold for Nevada authorities.Police said Worrel told them he was actually the father of the child who was bom in a Japapnese prison camp. They quoted his as claiming he brought the girl to Richmond while the mother obtained . a Reno divorce so they tould be married.The child, Worrell said, had not been officially awarded to anyone.Mrs. Levkovieh had filed suit yesterday in Rer.o against Basil Robert Levkovieh, Russian member of the British military police tn Knowloon, Hong Kong, China.When she signed a kidnaping •omplaint against Worrell yesterday she told Reno police that she became infatuated with him while both were held in a Japaneae prison atockade.She actually came to Reno to get a divorce and marry Worrell, she ■aid, but changed her mind earlier this week and turned down bis proposal.
