Since then, although seemingly groveling before the will of the board, he lias carried a sore spot on the administration and, seizing the readiest tools at his command, turned loose a band of thieves to burn up the town, as the argot phrases it. Just what prevented his being brought before the board last night is not known except that it is explained that the board enjoys no right to demand the attendance of any citizen at one of its sessions and has no inquisitorial powers. This, of course, fs true as relating^ decent people, but with Kieindinst types the powers of the board of safety are not circumscribed by the statutes.
