INSANE PATIENTS SOON TO GO OUTSIDEMarshal Love Is Perfecting Arrangements to Send the Four Unfortunates to Oregon Asylum as Soon as the Grand Jury Takes Action in the Case of Mrs. Blanche Duvall— Deputation With Marshal and Guards Will Make Large Party. *Ab soon as the grand Jury has disposed of the case of Mrs. Blanche Duvall, the Insane woman who Is now held here on the charge of killing former Chief of Police A1 Miller, a special deputation under charge of a deputy Cnlted Slates marshhl and u number of guards will be sent over the Ice. conveying the four Insane |*a dents that are now In the federal jail here to the Insane asylum In Oregon In the caso of Mrs. Duvall, the sc* tlon of the grand Jury will prc hably be a formal acceptance of the verdict of the jury that officially declared the woman to be Insane shortly after the crime was committed.Although a preliminary hearing was bad before Commissioner Mi Her. and the woman arraigned on the charge of murder, the subsequent bearing before the Insane commission will doubtless supercede the order of the court binding her over lo the grand Jury Marshal Isve stated today* that he was now perfecting plans for sending the patients outside and that they will g*» over the trail shortly after the flri of the year. If no hitch occurs In court proceedings.Besides Ms. Duvall, there are three men here who have recently be»-ti declared Insane, but against whom there are no charges. Of these William Winters Is thought by the medical authorities to be only partially unbalanced. and in such a condition that the right sort of treatment In a sanitarium might restore his mental condition.John Xelral and Andrew Svensrud are likewise susceptible to the right •ort of treatment, with good chances of at least partial recovery. The fact that these unfortunate* cannot be properly treated here, makes the matter all the mere urgent, and no time will he lost In getting them to the In sane institutionWhen the party Is made up It will consist of a deputy marshal, a matron to look after Mrs. Dura 11 and several guards, as It Is necessary that a day nud night guard be maintained nil thetime.Mr. Love staled that he would deputise such guard* as wanted to go outside and were willing in undertake the delicate tank of handling the patients. These men will, of course, be pufd their capons** nnd a per diem for the trip, and It affords an oppor tunity for those who are desirous of getting out.
