CHARGES Of TERRIBLE CRUELTY MADE AGAINST OFFICERS BY CHAPLAIN OF BOY’S INDUSTRIAL SCHOOLCnlted Pre*«i Hneclal _VolumbUB, ()., Dec. |o.—The testimony of Chaplain John R. Schaibly of the Hoys' Industrial School at Lancaster, before the state board of ad-ministration, taken last Friday and made public today, charges extreme cruelty on the part of twenty or more officers of the school, as well as other alleged misconduct. Schaibly declared ten boys became drunk on cider and wine in the chapel and the boys were told where to act the booze by au officer of the school. Naming the officer. Schaibly makes the following specific charges of cruelty:On August K» a boy was kicked in the side by an officer until he became unconscious. On October loth, another boy was beaten by an officer with bis fists until ihe boy’s face looked like “a piece raw beefsteak.’’ On August 1, another officer knocked a boy down and beat him while the boy was down and the latter begged for mercy. Another boy was kept in a dungeon for tilt days and for three days lie was made to wear handcuffs, even while sleeping and eating. Sylvester Fulton, an inmatef was beaten with a horsewhip until the child kneeled and prayed for mercy.Schaibly says further: “One coldnight five boys were hurried fromtheir cottages to the correction house without coats, bareheaded and with only thin slippers on their feet. Referring to the case of John Brown, whose illness, folowing a beating, resulted in an investigation, Schaibly says Superintendent Geriock and Officer Wiebe were so frightened over the boy’s condition that they attempted to bleach out the bruises on tho boy's back. He said on the first night the boy was taken to the hospital he received no attention from a physician.It is understood the board of administration will ask for the resignation of Superintendent Gerloch andothers.Schaibly said that the boys In tho correctional cottage wfere compelled to eat while balanced on their toes “for exercise. He said they were made to run around the room at breakneck Rpeed for thirty minutes at a time,. and when they became tired two benches were placed side by side in their course and when the boys failed to Jump them they wero beaten. “I have seen litle fellows kneel down and pray when they had exercised until exhausted said Schaibly. “The officers just laughed and said “To hell with religion.The chaplain also charged that an officer annoyed a woman employe of the institution until she reported it to the superintendent. The probe will be continued Thursday morning at the Lancaster farm.
