CHARGES OF TERRIBLE CRUELTY MADE AGAINST OFFICERS BY CHAPLAIN OE BOY’S INDUSTRIAL SCHOOLUnitedHneclal __Columbus, ()., Dec. 10.—The testimony of Chaplain John R. Schaibly of the Boys’ Industrial School at Lancaster, before the state board of administration. taken last Friday and made public today, charges extreme cruelty on the part of twenty or more officers of the school, as well as other alleged misconduct. Schaibly declared ten boys became drunk on cider and wine in the chapel and the hoys were told where to cct the booze by an officer of the school. Naming the officer. Schaibh makes the following specific charges of cruelty:On August 15 a hoy was kicked in the side by an officer until he became unconscious. On October 13th. another boy was beaten by an officer with his fists until the boy’s face looked like “a piece raw beefsteak.’’ On August J. another officer knocked a boy down and beat him while the boy was down and the latter begged for mercy. In August an officer beat anotlu r boy in the face and back. In September an officer beat a boy and kicked him until he was so lame he had to be carried into a hospital. Another boy was kept in a dungeon for ho days and for three days he was made to wear handcuffs, even whih sleeping and eating. Sylvester Fulton, an inmate, was beaten with a horsewhip until the child kneeled and prayed for mercy.Schaiblv says further: “One coldnight five boys were hurried fromfheir cottages to the correction house without coats, bareheaded and with only thin slippers on their feet. Referring to the case of John Brown, whose illness, folowing a beating, resulted in an investigation, Schaibly says Superintendent (Jeriock and Officer Wiebe were so frightened over the boy’s condition that they attempted to bleach out the bruises on the boy’s back. He said on the first night the boy was taken to the hospital he received no attention from a physician.It is understood the board of administration will ask for the resignation of Superintendent Gerloch andothers.Schaibly said that the boys in the correctional cottage were compelled to eat while balanced on their toes for exercise.” He said they were made to run around the room at breakneck speed for thirty minutes at a time,. and when they became tired two benches wrer© placed side by side in their course and when the boys failed to Jump them they were beaten. I have seen litle fellows kneel down and pray when they had exercised until exhausted” said Schaibly. The officers just laughed and said To liell with religion.”The ehaplaiti also charged that an officer annoyed a woman employe of the institution until sho reported it to the superintendent. The probe will , be continued Thursday morning at the Lancaster farm.
