2The Circleville Herald Tuesday Auqnst 24 1 976The Westfall Board of Education met Monday evening in regular session. All members were present to accept a student corporal punishment policy, accept low bids for buses, accept resignations and maketeaching assignments.The Board of Education adopted a policy concerning student suspension, expulsion and corporal punishment. It complies with all the provisions of House Bill 421 dated June 4. Considerable time and effort was put into this by principals, executive teachers and board members in making it a sound, political policy.The board accepted low bids for purchasing two school buses Low bidders for carpenter bodv was Schodorf of Columbus. With optional equipment the price is $5,633 each. International Company from Circleville was low bidder for chassis, including optional equipment and freight, for $9,054 each. The board agreed to trade in buses numbers nine and 12 to Schodorf for $1.800 each.The resignation from Sylvia Dennis of Darby School was accepted. Ms. Dennis received a position in Indianapolis, Ind. The board employed Mrs. Lynn Ruhlin BS degree from OhioWesleyan for third grade at Darby She has no experience. For high school English Ms. Kathleen Kunkler with a BS degree from Miami and no public school teaching experience, was employed. Also, Ms. Sally Stimson with a BS degree from Ohio State University and no teaching experience was employed for elementary physical education at Jackson and Monroe Schools. Rick Sims was transferred from elementary physical education to EMR classes at theMiddle School.Dave liongberry was accepted by the board as a bus driver for four and a half hours per day. Other substitute bus drivers, cooks, secretaries and custodians were hired by the board.The board agreed to contract with the county office for media services for the 1976-77 school year at the cost of 25 cents per pupil.An escrow account was established by the board to meet mandates of amended substitution House Bill 268. The account's purpose is to guarantee availability of monies representing contributions deducted from members of state teachers retirement system by their employer by each payroll, byend of year as determined by the state teachers retirement board; and guarantee the availability of monies for pay period remaining in contract year after earning phase has beencompleted.Kenneth Reid, clerk, reported to the board on budget hearings held Aug. 12. Committee agreed to the reduction of one half mill of total bond millage. All other rates remained the^same.Superintendent Gordan Massie reported to the board of the strict compliance with the standards for due process and procedural safeguards for handicapped children and youths.
